We've captured a lot of them in recent years. How? We use high-pulse microwave weapons against non-human vehicles and we shoot down these vehicles. Why? To get them and salvage their technology. What do they do with the pilots? Don't ask, you're better off not knowing. Kill them? That's not the goal, it's a highly sophisticated technology that was developed to shoot down these vehicles. Where are they stored? In a hangar. What do they do with them? The goal is to decode the alien vehicle, their technology. Were they able to get inside? Yes. Sometimes we come across dead pilots. Some of them were wrecked and they were all in clear glass-like tubes. How many cases have there been? Hundreds. What's your name? My name is Ryan Graves, a former F-18 pilot. I served in the United States Navy for 10 years, including two deployments, Operation Enduring Freedom and Operation Inherent Resolve. I have personally experienced advanced UAP phenomena. Have others seen them? More than 30 commercial pilots and military veterans have reported similar encounters to me.

 These sightings are not rare or isolated, they are routine. Military and commercial pilots, who are trained observers and whose lives depend on accurate identification, often witness these phenomena. The government intimidates and silences commercial pilots who fear medical incompetence and professional repercussions, and discourages witnesses from speaking out. I served as an F-18 Foxtrot pilot with the 11th Fighter Attack Squadron of the United States Navy, The Red Rippers, in 2014, and was stationed at NES Oceana in Virginia Beach, Virginia. For a long time we did not see anything, but after upgrading our aircraft’s radar systems, we began to see unidentified flying objects in our airspace. At first we suspected a radar malfunction, but soon we were able to link the radar data with several airborne sensors, including infrared systems, and eventually with visual identification. During a morning training flight over an area called Whiskey 72, about 10 miles off the coast of Virginia Beach, two F-18 Super Hornets separated a UAP. Several observers described the object as a dark gray or black cube inside a transparent sphere.

 

The object came within about 100 feet of the lead aircraft and was about 16 feet in diameter. The mission commander immediately aborted the flight and returned to base. Our squadron filed a safety report, but there was no official acknowledgment of the incident and no further mechanism for reporting sightings. Soon, these encounters became so common that flight crews routinely discussed the risks posed by UAPICs as part of their pre-flight briefings. Most of the witnesses are commercial pilots for major airlines, often veterans with decades of flying experience. The pilots report UAPICs that appear to hover above them at altitudes of 40,000 feet, sometimes in or near low Earth orbit.

 

These objects perform unexplained maneuvers, such as right turns, retrograde orbits, or J-shaped movements. These sightings are sometimes recurring, and there have been several recent reports from Hawaii and the North, as well as from the North Atlantic. Additional veterans have come forward to report their own UAPIC encounters in our airspace and oceans. Some of the most compelling cases involve UAPICs observed by multiple witnesses and sensor systems. These accounts only scratch the surface, and many more would share their experiences if it were safe for them to do so. If everyone could see the sensor and video data I observed, public perception would change dramatically. As a reserve member of the National Reconnaissance Office (NRO) in the United States Air Force, I was a member of the UAP Task Force from 2019 to 2021.

 

I worked as an IOC in the Internal Operations Center as part of the Director’s Briefing Team, which included coordinating the presidential daily briefing and supporting various contingency operations, for which I also served as the Reserve Intelligence Section Leader. In 2019, the Director of the UAP Task Force requested that we identify all Special Access Programs (SAPs) and Controlled Access Programs (CAPs). This was necessary to fulfill our congressionally mandated mission, as we reported directly to the Deputy Secretary of Defense at the time. Due to my extensive executive-level intelligence duties, I had access to all relevant information and was entrusted with extreme trust in both my military and civilian roles. In the course of my official duties, I was briefed on a decades-long UAP accident collection and decryption program. However, when I requested access, I was denied access to any further information related to this. Based on the information I gathered, I decided to report this information to my superiors and several inspectors general, effectively becoming a whistleblower. I have been retaliated against for this, but I hope that my actions will ultimately lead to a positive outcome and increase transparency.

What is your name? My name is David Fravor, a retired commander in the United States Navy. In 2014, I was the commander of the world-famous Black Aces, the 41st Fighter Wing. At that time, we were conducting a two-month exercise aboard the USS Nimitz off the coast of California. That day, we were scheduled to conduct a 2v2 regional exercise under the command of the USS Princeton. After we took off from the Nimitz and my co-pilot and I were about to join each other, we were told that the exercise was being suspended and that we would have to conduct a real-world situation. As we headed west, the controller counted down the distance to an object we were heading for, and we had no idea what we would see when we got there. The controller said that these objects had been observed for over two weeks.

From an altitude of over 24,000 meters, which I don't know, is already in the category of space, they descended at breakneck speed to 6,000 meters, where they hovered in one place for hours, then rose vertically. Such movement and behavior was extraordinary and completely unusual for us. The "TikTok" object, which we saw in 2004, was far superior to anything we had then, or have today, or plan to develop in the next 10 years. The technology we found ourselves up against was far superior to anything we have now, and would be found anywhere. If we could capture one, decode it, and get it working, we would be talking about a device that could go up into space, come down in seconds, do whatever we wanted, and then disappear. And there was nothing we could do about it. Nothing? Nothing. Does the world know that our government has UAPs? Absolutely! Do you have personal knowledge of people being held hostage or injured in the effort to conceal or hide such alien technology? Yes. Of course.

Have you ever heard of anyone being murdered that you think you know or heard about? I have to be careful in answering this question, and I have referred those with knowledge to the appropriate authorities. Several high-ranking figures in the military and intelligence communities believe that UAPs deserve more attention. Former National Security Advisor H. R. McMaster said; There are phenomena that have been observed by many people and that our available science simply cannot explain.

This is no secret. Colonel Carl Nell, a member of the U.S. government's UAP task force, stated at a conference in May that non-human intelligence exists and that this non-human intelligence has made contact with humanity. This interaction is not new, it has been going on for a long time, and certain non-elected members of the government know about it. However, UAPs continue to be a divisive topic, and I don't want to name names, but there are those who did not want this to come out. However, we have firmly stated that no external pressure can prevent us from getting to the bottom of this issue, at any cost. This hearing is intended to help Congress and the American people understand the programs and activities in which our government has been involved with UAPs, and the knowledge that has been brought to the surface. This, of course, includes any information that relates to extraterrestrial life or non-human technology.

Next witness; Tim Gelüdet, a retired admiral from the United States Navy and currently CEO of Ocean STL Consulting. Our second witness is Louise Elizondo, a former Department of Defense official. Our third witness is Michael Schellenberger, founder of Newsletter Public and author of a journalistic article about special access programs, including the Immaculate Constellation program. Our final witness is Michael Gold, a former NASA official who is also a member of NASA’s UAP independent research team.

The confirmation of the existence of UAPs came to me in January 2015, when I was the commander of the Naval Weather and Oceanographic Command. At the time, my staff was participating in a pre-deployment naval exercise off the east coast of the United States. The exercise also involved the USS Theodore Roosevelt carrier strike group, which was overseen by the United States Fleet Command, which was commanded by a four-star admiral who was also my commanding officer. During the exercise, I received an email via the Navy’s secure network from the operations officer at the United States Fleet Command. The email was addressed to all subordinate commanders, and the subject line read in capital letters:

Urgent Aviation Safety Matter. The email was short but alarming, and went something like this: If anyone knows what this is, please let me know immediately, because there have been several near-collision incidents in midair, and if this is not resolved soon, we will have to stop the exercise.

Attached to the email was what we now know as GoFast video, captured by the forward-looking infrared sensor of a Navy F-18 aircraft on the exercise range. Let’s be clear, their UAPs are real. Advanced technologies that neither our government nor any other government has created, and they are monitoring sensitive military installations around the world.

The United States also possesses UAP technology, as do some of our adversaries. Excessive secrecy has led to serious abuses against loyal civil servants, military personnel, and the public, all in an attempt to hide the fact that we are not alone in the cosmos. A small group within our government dedicated to the UAP issue has created a culture of oppression and intimidation that I have personally been a victim of, as have many of my former colleagues.

This includes unfounded criminal investigations, harassment, and the systematic undermining of one’s credibility. Most Americans would be shocked to learn that the Pentagon’s own public relations office employs a professional psychological operations officer as the sole point of contact for UAP inquiries from citizens and the media. This is unacceptable.

Many of my former colleagues and I have given confidential testimony to both the Department of Defense and the Inspector General of the Intelligence Community. Many of us have subsequently been targeted by this group, who have threatened our careers, our security clearances, and even our lives. This is not an exaggeration, it is a sad fact, and it is wrong.

The White House, the CIA, NASA, the Pentagon, the Department of Energy, and other organizations are currently involved, but no one seems to be in control of the process, leading to unlimited power and corruption. New UAP whistleblowers claim that the US military and intelligence database contains videos and images taken with infrared, forward-looking infrared, FLIR, full motion capture, and still photos. The report, which was recently shared with Congress, says that the Imaculate Constellation, or Makulátlan székep, operates as a central or parent USAP program, Unacknowledged Special Aces Program, which aggregates UAP sightings from both designated and random collection platforms.

The Immaculate Constellation Program provides high-quality imaging intelligence and measurement signature intelligence on UAPs. This information comes from a mix of targeted and ad hoc data collection capabilities located in low Earth orbit, the upper atmosphere, and military and civilian flight altitudes and in marine environments. The report to Congress details various UAP types, including spheres, orbs, discs, saucers, ovals, triangles, boomerangs, arrowheads, and irregular organic shapes.

The report also described various incidents that were found in human intelligence data frames. Did the government conduct secret UAP accident collection programs? Yes or no? Yes. Were these programs designed to identify and decode alien spacecraft? Yes or no? Yes.

You mentioned in your book that government employees who were injured, were put on leave while working with UAPs, and were compensated by the government for their injuries. Is that true? Yes. How can the government deny that they have collected and worked on alien spacecraft when they are paying people for injuries caused by the collected spacecraft? Madam, that is a very good question.

I have seen the US government documentation of several individuals who have suffered injuries as a result of UAP incidents. Welcome to Christopher Sharpe of Deliberation Times, who has revealed how UFO crash collection is being hidden from Congress, the American public, and the world. Is the United States government involved in the collection and decoding of non-human objects, also known as UAPs? My understanding is that they are.

And they don't just collect these objects on dry land? Is that right? Yes. Are they hiding this from Congress and the American public? To some extent, yes, from the lawmakers, and 100 percent from the American public. They hide everything.

Which agency is most involved in this? The CIA. We know that the CIA's interest in alleged non-human objects goes back to the pre-World War II era, to the Office of Strategic Services, or OSS. What can you say about that? Yes, there is documentation that mentions something called Project McGregor.

The purpose of this was to hasten the surrender of Italy during World War II. During the aforementioned mission, they received intelligence that a non-human object had been collected in Magenta, Italy. Was this device shipped to the United States? According to the records, yes.

Microfilms preserved by the project manager, William Donovan, show that the McGregor project was transferred to the OSS Research and Development Division and then to the Wrightfield Airframe in the United States. There, they began to exploit the technology in collaboration with German and Italian scientists and engineers. Was the decoding of the device closely linked to the Manhattan Project? According to my sources, yes.

It was linked to the Manhattan Project. I understand that the device was investigated by the Atomic Energy Commission, ) in collaboration with Italian and German engineers and scientists. Part of the research was transferred to the Central Intelligence Group, the predecessor of the CIA, since the foreign intelligence division of the Manhattan Project was transferred to that group.

Was there any doubt that this device was not of human origin? No. According to my sources, there was no doubt. So the secret UAP submission and decryption program, which is run by the CIA, actually traces all the way back to the Central Intelligence Group? Yes.

What is the WCPMC? It is the CIA's Weapons and Counter Peripheral Missile Center, the weapons and peripheral control mission center. The center's origins can be traced back to the part of the Manhattan Project that was transferred to the Central Intelligence Group. It now works with combat support agencies that track and analyze UAPs in all areas.

In space, in the air, and on the oceans. The Weapons and Counter Peripheral Missile Center, WCPMC, is the directorate within the CIA that is responsible for the entire program. The structure is highly decentralized, but if you look back at the CIA's role and involvement in UAPs, it all traces back to the Weapons and Counter Peripheral Missile Center.

Over the years, roles have changed, and the government structure has changed, but in the early years of the CIA, it was the only agency that dealt with UAPs. The Directorate of Science and Technology has also historically been involved in the program. Their activities are not publicly available due to their sensitive nature, but it is known that one of their main tasks is to protect the technology derived from recovered or recovered devices. Another department involved is the Directorate of Operations, especially its Maritime Branch, in all recovery missions, even if different parts of the Department of Defense are involved, the CIA is always involved and coordinates the process through its Directorate of Operations. How does the CIA find these crashed UAPs? UAPs are tracked by the National Reconnaissance Office (NRO), the National Geospatial Intelligence Agency (NGIA), and the National Security Agency (NSE). These agencies provide a variety of data, including Signals Intelligence (SII), and Geospatial Intelligence (SII), all of which contribute to the collection and tracking of objects.

There are also allegations that some of these devices have been shot down. It is claimed that the United States military has shot down UAPs. Yes!

What other federal agencies are involved in collecting these devices? For example, in the case of underwater collection missions, the National Underwater Reconnaissance Office is involved, which works with various special operations units and the United States Navy's Office of Naval Research. These agencies coordinate activities and use recovery vessels and reconnaissance vessels to collect detected materials. Various areas are also involved, such as the United States Navy for ground missions.
